English Councils Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a new poll of municipal councils, UK councils are preparing to sell social clubs, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils representing second-tier cities in the UK reported that six out of ten of local authorities are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of public land and open spaces to shore up their budgets, but they argue they must proceed to raise vital cash from asset sales or face insolvency.

This coalition said that a high proportion of authorities attempting to raise money from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would prioritise restructuring services and utilising savings to manage growing financial challenges.”

Detailed Examples of Proposed Sales

Medway Council in Kent announced its property management strategy included the sale of a retail complex in Rainham and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for the authority, will additionally be sold under the strategy.

Local Levy Increases and Wider Financial Pressures

This research of local authorities in the coalition, which includes several urban centers, further found that over seven in ten of authorities will need to raise local levies next April to address the rising cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council explained it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He added: “There are population challenges which will continue to add to the strains we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Trends and Forecasts

A survey of county councils recently further found local finances being strained by the growing number of children and adults needing Send support.

A network of councils said that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to manage rising needs.

Ministers have delayed scheduled changes to the Send system until the coming year after a white paper outlining those changes was recently delayed.

Disadvantage and Financial Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several participating urban areas were included in the most deprived in England.

  • “Member cities like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” noted the study.

“Although only a single urban area is among the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The figures underscores the extent of challenges facing municipal officials across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been clear about the need for a fair and sustainable funding system that accounts for and responds to the real levels of disadvantage and demand,” stated a council leader.

“Lacking this, local authorities will persist to face impossible choices around which essential services to fund, and which to cut, to the detriment of their communities.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the survey found.
