A Caution for Keir Starmer from His Personal History: If You're Not Bold regarding Brexit and the EU, His Party Challengers Shall Be.

Seven years ago, it took just eight words to energize the party's annual gathering demonstrating the party was falling out of love with its then leader. Although not exactly soaring oratory, the words were greeted with wild cheering as most of the hall stood for spontaneous acclamation.

As the commotion died down, the then-Brexit spokesman, remained at the lectern, visibly startled. He wasn't really accustomed to his speeches producing such a reaction. All he had said was: "We are not excluding staying in the EU". Context, however, is key.

In that darkly divisive time in 2018, straying from his agreed text in this way was always going to be seen as laying down the gauntlet to Jeremy Corbyn, who sought to prioritize leave supporters in working-class seats over the pro-European instincts of his party. With that single address, this grey-suited shadow Brexit secretary was transformed – if only for a while – into a risk-taker who would stand up for most Labour MPs, members and voters against a leader he later succeeded.

The Evolution of Stance & Settled Issues

In the years since, the landscape has shifted, especially for Starmer himself. One of his first acts after taking over from Corbyn in 2020 was declaring the EU question was resolved by the previous year’s general election. And, at the last one, he repeatedly emphasised unbreakable pledge promises that ruled out rejoining the European Union or its core structures.

Similar to Corbyn, his strategy has been to pursue pro-Leave voters in target constituencies, even if survey data indicates many of them have died or changed their minds.

Pressure Building on Europe

However, it’s now Starmer is now to face the pressures of being a Labour leader. While Europe may not be the central crisis in UK politics, the cap which was firmly shut since Brexit is beginning to rattle once more.

The Prime Minister and Chancellor have intensified the rhetoric about the devastation caused by Brexit has caused to the UK’s economy. This serves as an effective tool with which to beat Nigel Farage, who seldom discusses his flagship policy was once his singular purpose and remains his only real achievement.

Nevertheless, the extent of the economic harm, which by some estimates has resulted in a national economy that is between 6% and 8% smaller than if it were still in the EU, dwarfs the minor adjustments so far offered by ministers. Starmer’s so-called relationship reset agreed with Brussels last summer offers economic benefits measured in low decimal points.

Internal Pressure and Ambitious Proposals

The chancellor is among those attempting to bypass entrenched Home Office resistance to an expansive version designed to boost growth program for young people allowing youths can travel between Britain and Europe for work or study.

The deputy prime minister muses openly regarding the “self-evident” benefits of joining an EU customs pact, while a dozen Labour MPs, such as the head of the Treasury select committee, last week supported a Liberal Democrat motion on joining one.

Although the Europe minister, who oversees UK-EU relations, who is now attending all cabinet sessions, insists the firm boundaries are still in place, there are ways to work around them. A proposal involves declaring the commencement of talks immediately on a much bolder deal, for inclusion in the following election platform, to be enacted only after securing a fresh mandate.

The Prime Minister's Fundamental Doubts

Yet, Starmer has lately been pouring cold water again cautioning that a return to a European customs area would “unravel” the trade pacts with America, which he regards as signature achievements of his government.

Reportedly that Starmer's doubts go still deeper, and is rooted in three further factors.

  1. Firstly, he thinks any customs union agreement has been made much harder as ministers are actively diverging from EU regulations in numerous policy areas, like environmental standards.
  2. Secondly, the prohibitive cost set for the UK to join the EU’s new defence fund and the subsequent collapse of negotiations has led British officials that European nations have little interest in cutting special deals to the UK and are more focused on demonstrating that leaving the EU was a mistake.
  3. Lastly, the new US national security strategy, which has been welcomed by Moscow, is viewed by some influential figures in Number 10 as grounds for the UK to maintain distance from the EU.

An Alarming Strategy & Strategic Calculations

This strange and concerning document asserts Europe faces cultural extinction because of immigration. It includes only one reference of the UK, found on a proposal that Donald Trump’s administration may interfere in our politics to foster the growth of “patriotic” parties.

However, instead of deciding that this makes the US an unreliable partner, the government reportedly fear that aligning closer with Europe could upset the global balance by endangering fragile US military support for Kyiv, NATO, and other alliances.

Leadership Speculation and The Echo of 2018

This situation returns us to the conference of 2018. The PM has consistently stated that address was not an attempt to become leader but merely an attempt to keep open the “option” of remain being on the ballot paper. In fact, back then, Starmer still favoured a tailored trade agreement of the kind he now appears to be opposing.

Observers within Downing Street have noticed that Wes Streeting, who just about everyone assumes would stand in any leadership election, is among a clutch of cabinet ministers letting it be known they want to go further regarding the EU.

Aides to Angela Rayner, another likely contender in a contest for the top job, maintain she refuses to comment on her position on a customs union as it would merely “escalate unhelpful speculation”.

The Clear Danger & A Prudent Memory

The risk is clear. If Starmer rules out significant moves towards EU alignment, he cedes ground to claim the territory where most of Labour MPs, members and voters reside.

It would be wise of him to recall the effect that a short phrase had on his career seven years ago. Potential pathways for a big offer on EU relations which the PM ought to consider; he should explore them himself, rather than letting rivals adopt them as their own.
